It seems that we never run out of discussion material when we cry out for change in public policies.
There is no doubt about the contribution that PCSOT exams make in helping to hold sex offenders accountable for their actions. Even so, no one aspect of any program can be the answer.
As tragic as the Antioch, CA. debacle is, we have yet another example of questionable parole policies here in my backyard.
Without mentioning any names, the case involves a sex offender that was sentenced to prison for 10yrs. for rape back in 1995. Three months after his release on parole, he raped a second woman in 2001 for which he was sentenced to 12 years in prison.
Last week, seven weeks after his parole for the second rape, this registered SO raped and murdered two young girls, then set the house on fire, not far from my residence.
Yesterday, I examined an SO who was in the same group therapy session with the murderer. The examinee told me that the day before this heinous crime, that SO stood before the group and convinced the members that he was worthy of participating in the containment program. The examinee said he was very disappointed in him because he voted him in, but now felt misled.
The examinee told me that he had not been psychologically screened, nor had appeared before a parole board when he was released. (unconfirmed)
Needless to say, the parole system is being called into question and the District Attorney is calling for the death penalty.
I believe that the parole system for repeat offenders, and especially for predator sex offenders should include a polygraph examination.
I think it would be easier to have an ounce of prevention, than to try and put a bunch of worms back in the bucket.

I feel your pain man. Having worked ass- hard in that area for 4 years, I can relate to the catastrophic failure of the system. Rob and Tif are exceptional therapists, and Parole chief Yevette---they were the best I had ever encountered, given the circumstances they had. Containment mtgs every week---hard core groups---check-ins and home visits. But the system which they battled was aweful. If anyone has never visited Gary----they should google earth and wikipedia the city. It's basically like Beirut circa 1987. I busted a p.o.s. who unbeknownst to authorities, raped and killed some girls in your area back in the 80's, and was actively stalking new victims while living at the shelter in Gary,IN---and the zombie-like authorities were just that---Zombies.They didn't seem to listen to Rob nor Yevette---and they didn't appear to give a hoot what parole wanted. The cop who was in charge of cold cases seemed mildly interested for a day or two. Parole snatched the offender up several days after my alarming test and unambiguous confessions. I offered every manner of reportage---video, word-for-word transcript. My point---and you are FULLY aware of this----is that within a beauracratic lake of fecal matter called corrections, there are some extraordinary people. Fact is,no matter how talented they are, they are still in that filthy lake, completely surrounded by apathy, ignorance, and a level of moronism that if known by all--- would compell every civilian run out to the locksmith for extra hasps. Also up there---as you and now others know,is Bob Weeks---a helluva examiner, and a superbly nice fella also.
For those who don't understand the challenges of Lake County Indiana, the mayorial campaign of 07(?) had a candidate---the sitting mayor as I recall---go to the same shelter where most sex offenders in that jobless area reside--and drafted them for 5-20 bucks a piece to canvass the area---house to house,in order to hand out campaign leaflets. The town was literally blanketed by some of the highest acute dynamic risk sex offenders in the state----or in the country for that matter. As far as I know---to this day---the opposing candidate never found this out. That's Gary/Hammond/Highland/East Chicago for ya.
The offender I wrote of earlier,as my data shows, would have been released without parole(he spent his remaining 2 yrs in prison via the [stalking teen girls]parole violation and is now walking the streets---as dangerous as they come.
While I don't want to cast dispersions on the whole of the Gary/Hammond/Highland/East Chicago area----it does have some peppered nice areas---but for the most part---the place is every bit as bad as the worst places in America----East St.Louis, Detroit uptown,Flint, Compton, and others ---it's a battle zone of decaying law and order.The significance of Lake county is that so few people live there---it really should be a quant area---not a bullet garden.Here, a guy posted some video of Gary.What you don't see is is that Broadway ST has day shift hookers,dope slingers stepping on each others toes, poverty and despotism as far as the eye can see, and structures that are still being burned by arsonist looters and rioters as recent as LAST JUNE.

I digressed into my own rant Mr. B. I apologize. My experience up there tells me that (this is my opinion)--when an offender is to be released into the Lake County area, they ---in state capital's mind, are discarded. My and many other's contention is that state authorities do not see releasing an offender in Lake County as being "a release into society"---but rather they see it as being released into a colony of thieves and despots and is no more a risk to the community than the community is a risk to the offender.
Doesn't every state have a geographical segment(s)---usually cities farthest away from the capital city, which the state ignores, underfunds, and even screws? You're livin in it.
